Paraguayan immigration laws are changing, and several new options are currently on the table. Discus Holdings Ltd. and Deep Jungle Studios have been granted the exclusive right to offer a permanent residency permit through an affordable investment in Paraguay’s growing cultural sector.

Please note that this is a trial program. We are only able to support a limited number of investors to demonstrate the viability of investing in the local film industry. The process is fully supervised by INAP (Instituto Nacional del Audiovisual Paraguayo).

A More Affordable Path to Residency

This new option is highly accessible, requiring an investment of only $40,000 USD. Investors finance Paraguayan films and receive shares in Deep Jungle Studios. In exchange, they qualify for the original SUACE program.

(SUACE is the unified system for company registration in Paraguay. Normally, the minimum investment under the SUACE residency program is $70,000 USD. However, this requirement is not a direct, upfront payment. To fulfil the requirements, an investor must register a company or buy shares in an existing, qualifying company. The business must be capable of employing people, which is why purchasing residential real estate does not qualify. Most importantly, you are not required to spend the full amount immediately; instead, you must spend that $70,000 on business expenses over ten years.)

A Practical Example: If someone opens a bakery, their costs for rent, flour, and ingredients over ten years will easily exceed $70,000. Once that threshold is met, the resident has fulfilled the program’s requirements.

Why Choose the Movie Option Over Temporary Residency?

If you do not require an entry visa for Paraguay, you can become a temporary resident (and later a permanent resident) without any initial investment. If you intend to relocate and live here full-time, this is a great choice. However, it takes at least two and a half years to achieve permanent status.

If you do not plan to live in Paraguay full-time, the “free” route can actually end up costing as much as the investment route due to travel requirements. Furthermore, it takes 30 months rather than the one and a half months offered by the movie option.

Consider the travel requirements for the standard route:

  1. Application for temporary residency status

  2. Application for an ID card (Cédula)

  3. Application for a tax number (RUC)

  4. Application for the permanent residency permit

  5. Application for the final ID card

This requires five separate round-trip flights, hotel stays, and time spent in the country. When you factor in these costs and two and a half years of your time, the investment path becomes much more efficient.

Applying if You Require an Entry Visa

Obtaining an entry visa for Paraguay can be extremely challenging. If you are from most parts of Africa or Asia (with exceptions like Japan, Singapore, South Korea, and Taiwan), you need a visa to enter the country and apply for residency.

Under the movie option, you can obtain an entry visa via a registered invitation letter as an investor. In this case, INAP, as a state agency, applies for your visa directly through the Ministry of Foreign Affairs.

Finally, by choosing this path, you are investing directly in Paraguayan culture. Your name will appear in the movie credits, your investment has the potential to create profit, and you can secure permanent residency without the hassle of managing a daily business in beautiful Paraguay.
