Perhaps the hardest task is the validation of a medical degree in any foreign country. However, this process is an excellent practical guide also for the other immigrants with foreign academic diplomas to understand how this works in Paraguay. The recognition of foreign degrees is always a bureaucratic process, so my advice is prepare yourself adequately for this task. In the case of several levels of professional degrees, it’s just not enough to translate your documents in Spanish.
Process description and agencies involved in the approval of foreigners to practice medicine and nursing in Paraguay
The participating Paraguayan State Institutions in the process of recognition, validation or recognition of foreign for professional practice of medicine and nursing in the country:
- Direction of Higher Education – Ministry of Education and Culture – DGES/MEC
- Rector of the National University of Asunción (UNA)

- Ministry of Foreign Affairs – MRREE
Recognition, Validation for approval of Foreign Bachelor’s Degree or Postgraduate Diploma
The process begins in the Ministry of Education and Culture, the Directorate General of Higher Education.

Necessary documents for validating the diploma in Paraguay:
- Photocopy of Degree or Diploma
- Certificate of Studies Load Time
- Background of Curricula foliated
- Studies certificate in addition to the title, translated by a licensed professional if these documents are in another language other than Spanish or Portuguese
- Photocopy of the Civil Identity Card or the passport
- Photocopy of current Cultural Convention or Treaty signed between Paraguay and the country of origin to the diploma. This Agreement is removed from the Department of Treaties of the Ministry of Foreign Affairs of Paraguay.
- Documents listed in items 1, 2, and 3 must be duly authenticated by the Paraguayan Consulate in the country of origin to the diploma. In Paraguay, it is legalized by the Ministry of Foreign Affairs, Ministry of Education and Culture and the Rector of the National University of Asuncion
Pay the corresponding fee at the Ministry of Education and Culture (MEC), the Rector of the National University of Asunción (UNA) and the Faculty of Medical Sciences and the Institute Andrés Barbero UNA and attach copies of pay stubs.
Important details during the validation process of the diploma in Paraguay
- The record of academic qualifications made by the Ministry of Education and Culture (MEC) is not sufficient to automatically enable the exercise of the profession.
- The Ministry of Health should register concerned as professionals, which requires them to fulfill an internship.

- Graduates at universities anywhere in the world, the first thing they should do is ask for the recognition of academic degrees to the Ministry of Education.
- The equivalence and recognition process culminates with the promulgation of an executive decree issued by the Rector of the University.
- The recognition of foreign academic titles may also happen under bilateral cultural agreements or agreements with other countries.
